In answer to your question, yes, snapchat does exist for ipad!
Snapchat is an app designed to be used on the iPhone, iPad and iPad touch, so you can easily download the Snapchat version intended to be used on ipad.

You can also use Snapchat online in your browser
There is also a version of Snapchat online, designed for when you do not have access to any of the above devices.
You can still use Snapchat as normal on your browser through a service called Snapchat online, meaning that your feed and stories will all be available to view. This can be found here: http://snapchat.am/
The reason Snapchat can be used to its full potential on the iPad is that the iPad comes with a camera, which allows you to exchange photos.
The in-browser version is far more limited however. It is not possible to take and send pictures, but you can receieve them and checkup on your account
