You can register a .ti with a service called 'New Nations' who specialize in top level domains of new countries such as .ti which is Tibet.

http://www.new-nations.net/tld/ti

HOWEVER, having a .ti domain currently won't be of very much use as it isn't recognized by ICANN (The Internet Corporation for Assigned Names and Numbers.

That means no-one will be able to access your site unless they have their DNS servers set to OpenNIC

What's worse is that, even if you decided to bag a domain name early in the eventuality that .ti does become ICANN recognized, the registration wouldn't carry across from New Nations... Which sucks because I have a bunch for ideas of domain names ending in ti!
