sadly Facebook and Myspace have an age limit of 13 so i suggest:

Imbee.com is very similar to Facebook or Myspace in style and substance. It is aimed at 8 to 14 year-olds and users can create profiles and blogs in much the same way. The website features games, groups, a chat function and has an emphasis on promoting music and cinema. It is free to use and boasts a 'state of the art' kid protection system allowing parents to monitor their children’s activities.

If you are looking for something a little more educational, Whyville is free a virtual world geared towards children aged 8 to 14 years. Children create avatars in their own image which can chat, play and have fun. The site mixes social networking features such as real-time chat with fun and entertaining educational content. Children can upgrade their avatars by earning ‘currency’ and spending it on food and clothing etc.

For younger children, Club Penguin has become extremely popular. Over 12 million children have already signed up to Disney’s ClubPenguin.com, where children create an online penguin avatar which they can use to chat, play games and explore online worlds. The website is moderated live and is free to use, but there is a monthly charge of £3.95 to unlock more features.

Facebook for Kids seems legitimate.  I can't vouch for it personally but its Privacy & Safety page looks pretty good and they mention the FBI & CEOP for online safety/reporting.  It's at fbfkids.com/

Yes, there is a site out there called iklickz.com. All the function of myspace/facebook but, with the necessary safeguards. My kids just joined and I really like it. Only friends can view my child's page, I get emails every time someone requests her friendship or when a friend leaves a message on her account. Videos, music and pics require iklickz approval before they are able to be viewed. I am really happy with the site.

I am 15, and think that there SHOULD be the social networks for children. Especially those who are under 13. They shouldn't be stupid, babyish/teenish etc. They shouldn't provide very few features like CP does. They shouldn't force kids to give out street address, phone number etc. They should provide the parental consent for registration in order for COPPA compliance. They should have custom design features, so kids will be able to learn HTML. They should provide freedom of self-expression and creativity. They should be moderated. They should have safe and moderated chat room(s). They should be designed to let children communicate all over the world, from entire US to other countries like Japan, Korea, Russia etc. They should have their own video/music/blogging service, and all need to be moderated. They should have an opportunity for kids to use rainbow texts, blinkies and other types of glitter graphics (but not to force them to use so). You may hate me, you may troll me, you may hack me, you may throw a nuke bomb onto my house, you may ban me, calculate my IP and even make me an internet meme for hating me! But I say it honestly and it is based onto the child wishes that I have reviewed here and on similar questions not just here, but on answers.yahoo.com and so on! I am not a pedo, a creeper or that stuff. I am just a local 15 years old emo guy who loves anime/manga etc and is addicted to tech and likes children. I started online when I was 10, and I dreamt about such website! I can't say anything against COPPA everywhere! I can just say that COPPA is a creation of the adults who are stereotypical and mean to children! This world is unfair and epic! You can support me here, I will be glad for so. You can troll me, I will ignore you. If you aren't nice to children, you can be sorry for the 10 minutes of the life spent on reading this delirium! I proudly bet that all 7 billion people on the planet Earth who reads this is mean to children and is for blocking children under 13 from everywhere and for isolating them from the world, like I commented on previous answer!

The majority of social networking sites such as Facebook, Myspace and other sites are usually only available to children aged 13 and up. This is most likely to be for safety reasons. The internet can be a very dangerous place at times so it is a good idea that these sites have age limits. Children under 13 are too young to be using these type of sites. It is better to wait until you are older and have a good understanding of how to use Facebook or Myspace safely.
thanked the writer.

That means you must to be 13 and older to use almost everything. That stupid COPPA law is really stupid. Let's isolate children under 13 from streets for not letting them to cross the streets. Let's build special chambers with high oxygene concentration level and with the virtual friend the kid can communicate with only it. Let's put every baby in that chamber and force them to wait until they are 13.

Let's isolate all children under 13 from all the world. 'Cause they are too young to make decisions on their own. Let's lie to kids about Santa, toothfairies etc. The kid will get quickly addicted to all this delirium. But when the kid is turning 13 - let's see what will happen if so.

It's the adults' problem to decide that children are too young for everything on this planet. Let's make stupid baby shows like Teletubbies and force children under 13 to see only that shows. Let's force them to live just with the toys. 'Cause they are too young. But imagine the kid who just turned 13 after so.
