Both these measures are about saving money, and hopefully without losing quality or efficiency, so they would clearly help a company gain an advantage. Lean manufacturing puts the customer first, so any savings don't affect them, and near sourcing has the cost advantages of outsourcing without the logistical and other practical problems.
