This works I have tested it myself.
Activate by pressing L and R together.
It will replace the FIRST pokemon in your party.
After you catch the Groudon in the Embedded Cave in Soul Silver,
use this code to get the matching Kyogre from Heart Gold.
Show them both to Prof Oak and he will give you the Jade Orb,
which will allow you to meet Rayquaza in the Embedded Tower.
