First off, you come out the cerulean gym and a team rocket person bumps into you, then he mutters to you and leaves, then come out and go up to the bridge and you'll find him again.
You have to battle him (he has a lvl 39 Golbat). Afterwards he tells you where the generator part is, it is in the gym by an inflatable rubber ring. Take it back to the power plant, talk to the manager (she gives you a tm). Go back to radio tower talk to the director (a man in a brown suit) and he gives you the expn card :)
