There is cheats for master balls I have 3
You need to clone a pokemon holding it
You have to try to get first in the ID thing in I think golden rod city
You can type in the code tha it asks you to on an action replay then type in the 999 master ball code!

You use a GameBoy DS Action Replay. That is the only way. I believe you might be able to do so by winning the lottery 998 times, but...Good luck with that. Hope this helps.

You can only get one Master Ball,unless you use All Pokeballs Cheat Code.
Make a Pokèmon Hold one Master Ball. Then clone it by the Pokèwalker method. (See this link: q2293219.html)

Win the lottery. Or you can get some with action replay. And you have to beat all the gyms in johto and talk to professor elm.
Buy a action replay and type in the code for ist. Cheating pays the price sometimes. Or just get a masterball in Emerald(save before you do this), give it to a pokemon, deposit that pokemon in the PC on its own in box 2 I believe, in the battle frontier and then speak to the second lady you pass going along the counter. Then when she saves the game just before that there is a short space where nothing happens.TURN OFF NOW!! Then when you turn the game back on the pokemon you deposited in the PC box and remove it exit the PC and then turn it on again. Your pokemon should be there, again. Remove it and then check their items. They shoud both have a Master ball. Take them and SAVE! Then give them to two pokemon you want to migrate to Heartgold/Soulsilver and then you have two masterballs. Then combined with the masterball from HG/SS. You have 3 masterballs. If you are up to even more work and if you have any of these games you can get even more masterballs.
