How Can I Get To Kanto In Soul Silver?
In order to get to Kanto, you have to first have all 8 johto gym leader badges. Then you have to beat the Kimono girls and find Lugia to either catch him or beat him. Then you have to use surf and go across the water next to New Bark Town and you'll eventually come across a guy that tells you you're in Kanto.
You have to get all the badges in johto and beat the elite 4 to access the citys in kanto, but if you have surf you can go to new bark town and use surf to get to kanto.
Beat the kimono girls
You have to beat the Elite Four in Johto.
Once you have beaten the Elite Four in Johto region, Kanto then opens up.
