You find shards when you use rock smash on a rock that can be smashed

you will either encounter nothing or a pokemon or a shard or an item so go where there is a lot of rock smash able rocks

You go to violet city and go to the ruins of alph. Find any rocks that can be broken and use rock smash on it. In the rubble you trainer will probably see a shard. Sometimes you'll find a max revive or something. Sometimes you won't find anything.
