To catch shadow lugia you use waterfall up the water before catching lugia and then you throw away a dusk ball when lugia is of the screen and then look down you have yourself a shadow lugia lv.45. Also you can set your ds to halloween night and then when your up to lugia he should be a lv.45 lugia.
