No. The PSP 3000 is currently unhackable.
Sony found a way to block the use of a jig-kick battery (a.k.a Pandora Battery), so there is no way to downgrade the system.
If you have a 3000, I recommend you simply use Official Firmware from Sony, and start saving some money to buy a used 1000(fat) or 2000(slim) system to have hacked. Of course, you can always try to sell or trade the 3000, but you probably won't get as much for it as you would like, and if it was a gift... (T_T) Besides, the advantage to having a 3000 is that while you HAVE to actually buy the UMD games for it, you can play them on any TV once you get the cables... I think I'd rather have two PSPs rather than one that is hacked, but can't output to a TV... But that's me. (^_^)
