I think its safe, my friend is at a young age and shares the same email with her mom so she can see whats going on. Also when I get a request from a person I check out their profiles first. AND theres privecy setting so all it shows is your profile picture and if you don't want people seeing you put a picture like a cat or somthing.
Facebook is designed toward adults. If you want to chat and add friends in a more efficient way make a Myspace. You can add pictures, make backgrounds...etc

No. Facebook isn't. Its meant for teenagers and adults. 10 year olds can get there self's in to a lot of trouble on there. Not to mention its against the law, There are stalkers creepers and such on there..Facebook is not a playground. And its very annoying to have little 4th graders and 5th graders on there.
