You can not intentionally start a trending topic on Twitter. A trending topic is determined by how many people retweet or use the same words as you do in a short space of time.
There are ways that you can make your tweet more likely to become a trending topic but there is no guarantee that this will work.
If you keep the tweet short this will make it more likely to be retweeted. Longer, more in depth tweets are much less likely to catch someone's eye and get retweeted.

If your tweet is factually incorrect, it is very unlikely that someone will retweet and therefore much less likely to become a trending topic. Get your information from a trusted source.
- Get juicy information out there quickly
If you wish to have your tweet retweeted by others, you have to get that information on twitter quickly before someone else does. It will be their post that gets retweeted rather than yours and this will not help you 'create' a trending topic. Try to get the information on to twitter quickly so that it is you that passes on the information rather than just tweeting about what everyone else is tweeting.
If you use your account frequently, you are more likely to know what makes a good tweet and what you can put in your tweet to help it become a trending topic. If you look at @trending topics on twitter, you will be able to see what can be done to make a topic trend and what is currently trending. Keeping an eye on these will help you to identify any styles that make tweets trending topics.
